01 The challenge we faced
UK government was run using expensive, poorly functioning IT, and changes/improvements to both process and technology were time-consuming and cumbersome to manage.
There was a lack of collaboration between departments, who procured the same systems/processes, effectively wasting valuable resources.
A handful of very big suppliers had taken over the strategy and design of advancing technology supporting public services, creating supplier lock-in and a relinquishing of control.
With no visibility of government needs, market innovation was stifled the latest and best thinking, products and services weren’t available, with no incentive to compete. This resulted in a high level of offshore spend, limiting the opportunity to foster a local technology sector.
02 Tacking the problem
A team of multi-disciplinary Rainmakers worked with UK Government civil servants to understand the vision for a national digital marketplace that enabled competition and fostered growth of a local SME community.
Through research, we were able to capture the needs of buyers and vendors alike, ensuring the vision was aligned to the needs of the market.
We designed and delivered a marketplace that enabled suppliers to offer their services to the whole UK Government, whilst maintaining a low barrier to entry, enabling SMEs to bring their services to market in the same way as the largest suppliers.
With transparency a key principle, Rainmaker’s design ensured that market forces drive competition to differentiate on quality, functionality and price.
All tenders, service specifications, pricing and contracts are openly published, eliminating back-room deals, fostering collaboration and innovation of more services.
